





Director, U. S. Census BureauRobert L. Santos is the 26th director of the U.S. Census Bureau. He was sworn in on January 5, 2022. His career spans more than 40 years in survey research, statistical design and analysis and executive-level management.

Director General, Census and Data Analaysis Department, National Statistics Office of Mongolia (NSO Mongolia)Ariunbold Shagdar is Director General of Census and Data analysis Department at NSOM. He has been in the Census and Data analysis Department since October 2021. He and his team are planning the upcoming national census. They are currently evaluating diverse approaches to gather data and are determined to identify the optimal solution. Their primary aim is to streamline the census process and proactively address any potential obstacles.
Deputy Director, Statistical Methodology Division, Statistics Research Institute, Statistics Korea (KOSTAT)Dr. Jong Moon Choi is the deputy director of the Statistical Methodology Division, Statistics Korea. Dr. Choi has expertise based on research experiences of cognitive psychology, evaluating questionnaires and identifying opportunities for improvement from a respondent’s perspective 

Chief of Research and Analysis Section, Population Census Division, Statistical Survey Department, Statistics Bureau of Japan (SBJ)KITAHARA Masatsugu is Chief of the Research and Analysis Section, Population Census Division, Statistical Survey Department, Statistics Bureau of Japan. He has been in the Population Census Division since April 2021. Prior to his appointment as Chief of the Research and Analysis Section in Population Census Division, he had served as Chief of the Examination and Publication Section in the Statistical Business Register Management Division, Specialist for Statistics in the Economic Statistics Division and so on. 

Assistant Commissioner, Social Statistics Division, Census and Statistics DepartmentMs Sharon Pun-wai NG is the Assistant Commissioner (Social) of the Census and Statistics Department of Hong Kong, China. She is responsible for the overall planning and re-engineering of population census in Hong Kong for reducing the reporting burden, achieving cost savings and improving the quality of census results. 

Deputy Registrar General, Office of Registrar General & Census Commissioner, IndiaIn the role of Deputy Registrar General (Director) in the Office of Registrar General and Census Commissioner, India (ORG&CCI), Mr. Dasgupta looks after Census Planning, Training and Demography Divisions. He has experience of over 27 years in Census and Survey related works and new technological intervention therein.

Esquivias is the Assistant National Statistician and Officer-in-Charge, Deputy National Statistician for Censuses and Technical Coordination at the Philippine Statistics Authority (PSA). She oversees census operations and technical coordination, ensuring high-quality statistical data. She actively participates in local and international technical expert groups, focusing on standards, classification systems, population, social statistics, and official statistics. She holds a bachelor's degree in Statistics and a master's degree in Public Management, combining technical and managerial expertise in her role. 

Director of Demographic and Population Statistics Group, Social Statistics Division, National Statistical Office of Thailand (TNSO)Wichan Choorat is the Director of Demographic and Population Statistics Group, Social Statistics Division, Thailand National Statistical Office. He is currently responsible for conducting the 2025 Population and Housing Census of Thailand. 

Director, Population Census Division, Survey Management Bureau, Statistics Korea (KOSTAT)Seoyoung KIM is the Director of Population Census Division of Statistics Korea. She got a Ph.D. in Statistics in 2000 and joined KOSTAT in 2006. Ever since then, she has been actively playing a role as for statistical and survey methodology expert in KOSTAT. Currently, she's working on developing future strategies and preparing for Korea's 2025 Census.
Technical Adviser, Population and Development Branch, United Nations Population FundTapiwa Jhamba is a Senior Technical Adviser and head of the Data Generation and Systems team in the Data and Analytics Branch at UNFPA Headquarters. His portfolio entails overseeing technical and programme support for strengthening of national data systems including population and housing censuses, CRVS, Surveys and population estimates. He holds a PhD in Demography and his professional experience spans a 28-year period including previous roles as a University Lecturer, Research Project Manager , Chief Survey Statistician and Programme Coordinator and currently as Technical Adviser and head of the Data Generation and Systems team in the Data and Analytics Branch, at UNFPA HQ in New York. 

Principal Programme Officer, Department of Population and Employment Statistics, National Bureau of Statistics of China (NBS)Hui LIU is the Principal Programme Officer, Department of Population and Employment Statistics, from National Bureau of Statistics of China.I have been engaged in population sampling and census work for seven years. 

Statistical Officer, Maldives Bureau of StatisticsHudha Haleem is a dedicated Statistical Officer at the Maldives Bureau of Statistics with extensive experience in census operations. Holding a Diploma in Population Studies from the International Institute for Population Sciences, India, Hudha has been involved in census activities since 1995 and has participated in five Population and Housing Censuses, ensuring accurate data collection and analysis across the Maldives. 

Chief, International Programs Center, U.S. Census BureauOliver Fischer is chief of the Census Bureau’s International Programs Center. In this role, he sets the strategic direction, manages sponsor relations, and oversees the human and financial resources of the Center. This includes guiding the Center’s efforts in strengthening national population data systems and developing tools to facilitate the census and survey-taking process. He directs the planning and preparation of international demographic, geospatial, health, climate, and economic data products utilizing census, survey, and registration data. 

Statistician, Statistics Division, United Nations Economic and Social Commission for Asia and the PacificAfsaneh Yazdani is a statistician with the Population and Social Statistics Section of the ESCAP Statistics Division. She leads regional initiatives to improve the use of administrative data for population censuses and data integration. Before joining ESCAP in 2018, she spent over 20 years at the Statistical Centre of Iran, working in different capacities and specializing in survey methodology, censuses, and register-based statistics. 

Associate Statistician, Statistics Division, United Nations Economic and Social Commission for Asia and the PacificSovannaroth Tey is an Associate Statistician at the Statistics Division, ESCAP, where he contributes to the management and delivery of technical assistance and knowledge management programmes on civil registration and vital statistics, data integration, census, administrative data, and big data. Prior to joining ESCAP, he was a Senior Programme Manager at Australia's Department of Foreign Affairs and Trade, managing the Government of Australia's bilateral development programmes and budgets advancing renewable energy, clean water, climate-resilient roads, and public financial management improvements in Cambodia. 

Associate Director for Demographic Programs and Chief Demographer, Demographic Directorate, U.S. Census BureauDr. Victoria (Tori) Velkoff is the Census Bureau’s Associate Director for Demographic Programs and Chief Demographer. She has worked at the Census Bureau for over 30 years, serving in several key leadership positions. As head of the Demographic Programs Directorate, she is responsible for providing relevant and accurate information on the size, distribution, and characteristics of the nation’s population, income and poverty, and housing. Demographic programs bridge the gap between censuses, providing information for policy decisions to promote the economic and social well-being of the United States.

She has been in charge of improving the survey items and work process of the 2025 Population and Housing Census and preparing the 32nd Population Census Conference.

He began his career in data in 2020 after completing his Bachelor of Science in Mathematics and Economics from the Nanyang Technological University. 

Chief Adviser, Department of Population Statistics, State Statistical Committee of the Republic of AzerbaijanEtibar Khalilov is chief advisor of Population statistics department in State Statistical Committee of the Republic of Azerbaijan. He has been working at the Population statistics department since November 2016. He is responsible for statistical reports on population statistics and the production of vital statistics, gender statistics, migration statistics and other population-related statistics. 

Deputy Chief Statistician, Office of the Chief Statistician, Development Data Group, World BankOlivier Dupriez is the Deputy Chief Statistician with the World Bank’s Development Data Group. He is an advisor to the Data Group on issues related to data management and analytics, and data quality assurance. Recently, Olivier has been leading a work program focusing on exploiting metadata standards, machine learning, and natural language processing models to improve data and knowledge discoverability. He is also a contributor to the development of software applications for data documentation, anonymization, and dissemination.

Senior Research Scientist, IPUMS Center for Data Integration, University of Minnesota, USASula Sarkar holds a PhD is Geography from the University of Minnesota. She is currently working as a Senior Research Scientist at the IPUMS Center for Data Integration at the University of Minnesota. Her current responsibilities include overseeing and working with spatial information in the International IPUMS projects that include census and health survey datasets. Her work includes the creation of consistent geographical boundaries across time, producing GIS maps, and creating indices that study the social and environmental impacts on people and place and their associated health impacts. 

Project Manager/Senior Researcher, Korea Statistics Promotion Institute (KSPI)Hye-Kyung Lee is the Project Manager the International Population Statistics cooperation Project (KOSTAT) and the honorary professor at Pai Chai University, South Korea. Since she got her Ph.D. degree in Sociology at University of California, Los Angeles (UCLA) in 1988, she has published many papers on migration and transnational communities, gender and work. She has served an advisory committee member for the Korean National Statistical Office, the Ministry of Gender Equality & Family, the Ministry of Employment and Labor, the Immigration Bureau of the Ministry of Justice, and the Immigration Policy Commission. She was the President of Korea International Migration Studies Association (KIMSA) from January 2009 to December 2010. In addition, she was the President of the Population Association of Korea from January 2018 to December 2019.
Professor, School of Arts and Sciences, National University of MongoliaSolongo ALGAA is proficient in both quantitative and qualitative research and has 30 years of experience in social research. She has a solid experience of national and international consultancy in the formulation and evaluation of social and gender impacts of the projects, programmes and policies. 

Professor, School of Arts and Sciences, National University of MongoliaOtgontugs BANZRAGCH is a professor in econometric analysis of education and gender and specialist in survey administration. Considerable experience in education, gender, equity, and labor studies, conducting survey-based field work in rural and urban environments, and working with bi-lateral and multi-lateral international donors.
